Payroll and Human Resource Coordinator (Part-Time)

The Westchester Instutite for Human Development, located in Valhalla, NY, is looking for a part-time (approx 20 hrs/week) Payroll and HR Coordindator. Responsibilities are in some or all of the following functional areas: payroll, database management, timekeeping, benefits and compliance. The position reports dually to the VP of Finance and to HR Generalist.

Major
Responsibilities:
Payroll:
Processes payroll to third party payroll providers.
Processes all required adjustments, deductions and garnishments.
Maintains accurate and detailed payroll records of all adjustments and transactions.
Prepares reports by compiling summaries of earnings, taxes, deductions, leave, disability, and nontaxable wages.
Resolves payroll discrepancies by collecting and analyzing information.
Provides payroll information by answering questions and requests.
Maintains payroll operations by following policies and procedures; reporting needed changes.
Maintains employee confidence and protects payroll operations by keeping information confidential.
Submit voluntary 403B payroll contributions to third party.
Timekeeping:
Reviews and audits reported work hours prior to bi-weekly payroll and resolves discrepancies.
Reconciles sick, personal and vacation time banks for all employees.
Reviews employees paid time off requests to ensure that requested time does not exceed accrued time.
General Human Resources Duties:
Demonstrates a high level of professional conduct and ethical standards, which includes maintaining the confidentiality of client information and internal practices.
Updates VP of Finance regularly on the status on all significant matters and advises VP of potential problem areas and recommends/ implements solutions as appropriate.
Assists with maintaining human resource information system records and compiles reports from database.
Track compliance related requirements of employees to include data entry, employee file review and email reminders related to trainings, health requirements, licenses, etc.
Assist with filing and maintaining of all human resources documents including permanent personnel records.
Benefits:
Assists the VP and HR Generalist with the annual open enrollment period.
Processes on-line health benefit additions, changes and terminations. Ensures that all changes are made within specified time frames.
Reconciles monthly bills from insurance providers and submits to the accounting department for payment.
Other Duties:
Prepares government reports related to EEO compliance or other reporting as needed.
Performs other duties as assigned.
Requirements/
Qualifications:
Education: Associates Degree or Certification as a payroll professional.
Kind and Length of
Experience: 2-4 years in payroll function.
Knowledge/Skills: Strong knowledge and understanding of laws governing payroll processing. Working knowledge of FLSA.
Technical Skills: Use of payroll processing systems and databases: data entry, running reports. Use of Microsoft Word, Excel and Outlook.

The position offers part-time eligible benefits, paid time off and flexible schedule.Estimated Salary: $20 to $28 per hour based on qualifications.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
