Technical Proposal Developer

Responsible for managing and developing energy engineering, construction and consulting project proposals primarily in the Federal Sector.
1. Coordinates all phases of proposal development planning, coordination, analysis, production, and delivery. This includes technical analysis and writing; financial pro forma preparation; compiling technical qualifications; commercial deal structuring; market positioning; risk mitigation; and contract development.
2. Coordinates activities with the Sales, Engineering, Legal, Finance and Project Management Staff to develop quality proposals that meet customer and company needs and provide competitive advantages.
3. Identifies risks attributed to specific proposals and coordinates mitigation strategies.
4. Manages all aspects of the Inquiry to Order Process (ITO).
5. Develops pro-active and re-active standard and custom proposals.
6. Enhances the proposal development process to insure efficiency and quality.
7. Consults on project pricing and financing.
8. Establishes proposal requirements for responding to large technical RFP's and RFQs from government and large commercial customers.
9. Prepares reports that insure that department is prepared to respond to potential opportunities, and can prioritize workload to maximize efficiency and performance; Prepares proposal prototypes and templates.
10. Manages production and distribution of sales documents, including proposals, project reports, and project summaries.
11. Interacts with human resources, marketing, energy services, and sales clerical staff to coordinate production of customer proposal documents and delivery of documents.
12. Manages ordering of supplies to maximize the effectiveness of all staff during customer proposal production.
Education:
Undergraduate degree in Engineering or Science
Master's Degree in technical, writing or business fields preferred

Experience:
At least 3 years experience in writing on topics or proposals for engineering, construction, science or other related, technical fields.
At least 3 years experience in project management or consulting in energy engineering fields.
Good knowledge of Excel including ability to develop and interpret a financial pro forma and P&L statement.
Knowledge of financial terms, and discounted cash flow concepts.
Experience in commercial deal structuring, contract development, and risk analysis.
Understanding of process and software for document control.
Excellent interpersonal and consensus building skills.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
